Brake pads should be replaced as a complete axle set, and a new pad only performs as well as the surface it runs against. Check rotor thickness and runout while the caliper is off, and clean and lubricate the caliper slide pins during install so both pads wear evenly.

Bedding in matters. A fresh set needs a series of progressively harder stops from moderate speed with cool-down time between them, so an even layer of friction material transfers onto the rotor. Skipping that step is the most common cause of vibration and noise on new pads.
