That is the exception, not the rule, and it only holds when the good rotor is genuinely healthy and the same part number. When in doubt, pair them.
Do you have to do pads and rotors together?
Not automatically, but often it makes sense. Rotors can outlast one or two sets of pads if they stay within their minimum thickness and show no grooving or heat damage. If your rotors still measure above spec and the surface is clean, you can install new pads on them, but the surface should be lightly resurfaced or at least deglazed so the new pads bed properly. If the rotors are near minimum thickness, grooved, or pulsing, replace pads and rotors together, per axle, and start fresh.
Front and rear: separate decisions
The front brakes handle the majority of stopping force because weight shifts forward when you brake, so front pads and rotors usually wear out first, sometimes twice as fast as the rear. That means it is completely normal to replace the front axle while the rear still has plenty of life. Do not feel pressured into a full four-wheel job if only the front is worn. Judge each axle on its own measurements. When the rear does come due, service it as its own matched pair.
