An ABS light on a 2006-2009 Ford Fusion means the anti-lock control module has found a fault and switched anti-lock braking off. Normal braking still works as long as the red BRAKE light is off, but you lose ABS until the fault is fixed. The most common cause is a wheel speed sensor, its wiring, or a damaged tone ring, and these model years are also covered by Ford safety recall 19S54 for the ABS hydraulic unit.
What the ABS Light Means on a 2006-2009 Fusion
Ford's 2008 Fusion Owner Guide is direct about it: if the ABS light stays on or keeps flashing, the system has detected a malfunction and should be serviced. The same guide adds that normal braking is still functional unless the brake warning light is also lit. The ABS light is supposed to come on briefly when you turn the key to ON as a bulb check, then go out. If it never comes on at start up, stays on, or flashes, the ABS may be disabled.
Two lights, two different meanings:

Note that the owner guide lists ABS as "if equipped." Before chasing an ABS fault, confirm your car actually has it: the ABS lamp lights briefly at key-on, and there is a hydraulic control unit with brake lines running to it in the engine bay.
How the Fusion ABS System Knows Something Is Wrong
Each wheel has a speed sensor reading a toothed tone ring (also called a reluctor) that turns with the wheel. As Delphi describes it, the sensor sends that rotation signal to the ABS control module, which uses it for both anti-lock braking and traction control. The module compares all four wheels. When one signal drops out, goes erratic, or does not make sense against the others, the module stores a trouble code, turns the ABS light on, and shuts anti-lock off so it does not act on bad data.
The module works with the hydraulic control unit (HCU), which holds the valves and pump that modulate brake pressure during an ABS stop. A problem on either side - electrical signal or hydraulic valve - can bring on the light or change how the brakes feel.
Common Causes of an ABS Light on These Model Years
1. Wheel speed sensor failure
This is the usual suspect. Delphi lists the typical failure mechanisms: broken wiring or sensor windings from vibration, internal short circuits, and damage during replacement of other brake parts. That last one matters on a Fusion that has just had a brake job - a sensor lead that was stretched, pinched, or left rubbing against a moving part can fail within days.
2. Dirty or damaged tone ring
The tone ring and sensor tip collect rust scale and brake dust, which weakens the signal. AA1Car's diagnostic guide notes that a height variation of only about .010 inch on a single tooth can cause a noticeable fluctuation in sensor output, so a cracked, rusted or chipped ring can trigger the light even with a good sensor.
3. Wheel bearing play
Delphi also lists increased wheel bearing clearance as a cause. A worn bearing lets the tone ring move relative to the sensor, which makes the signal erratic. If the ABS light arrives along with a growl that changes with road speed, check the hub.
4. Wiring and connector corrosion
Sensor harnesses run through the wheel wells and take salt, water and flexing every day. A corroded connector or a chafed lead reads the same to the module as a dead sensor.
5. The ABS hydraulic control unit (recall 19S54)
Ford recalled certain 2006-2010 Fusion, Milan, Zephyr and MKZ vehicles because valves inside the ABS HCU may react with brake fluid containing specific corrosion-preventive additives. Ford's dealer bulletin explains that aged DOT 3 fluid can react with zinc plating inside the HCU and form a gel, which can hold a normally closed valve open. The symptom is extended brake pedal travel. The bulletin states the condition does not cause a loss of braking function, the car can still be brought to a controlled stop, and there are no trouble codes associated with this concern. So a long, low pedal on one of these cars is a reason to check recall status even when the ABS light is off, and an ABS light with a stored code is still its own diagnosis.
How to Diagnose It Step by Step
- Check the fluid first. Look at the reservoir. If the level is low, find out why before anything else - worn pads lower the level, and a leak is a safety problem.
- Check recall status. Enter the VIN on nhtsa.gov/recalls or contact Ford. Recall 19S54 work is done free of charge.
- Read the ABS codes. A basic engine code reader does not see ABS codes. You need a scan tool that reads chassis codes from the ABS module. Delphi recommends recording the codes and then checking live data for each sensor.
- Compare live wheel speeds. Drive straight at a steady speed while watching all four sensor readings. AA1Car notes they should all read the same going straight ahead. The one that drops out or reads erratic is your problem corner.
- Inspect that corner. Pull the wheel. Look at the sensor tip for rust buildup or damage, trace the harness for chafing, open the connector for corrosion, inspect the tone ring for cracks or missing teeth, and check for bearing play.
- Test before you buy. Resistance and signal tests with a multimeter or scope tell you whether the sensor or the wiring is at fault. Use the values in the factory service manual for your exact car.
- Clear the code and road test. After the repair, clear codes and drive. The light should stay out once the module sees all four wheels again.
The Fix and What to Replace at the Same Time
Most Fusion ABS lights end with one sensor, a cleaned or replaced tone ring, a repaired connector, or a hub bearing. HCU replacement is the least common outcome, and on recall-covered cars it goes through the dealer.
Because this code often shows up right after brake work, handle the sensor lead carefully any time the caliper or rotor comes off. On brake fluid: the 2008 Owner Guide specifies Motorcraft High Performance DOT 3 (WSS-M6C62-A). Cars that have had recall 19S54 performed were flushed with DOT 4 and given a DOT 4 reservoir cap, and Ford's bulletin states DOT 3 must be replaced with DOT 4 on those vehicles. Check the cap on your reservoir and use what it calls for.
How Hard Is the Job?
Reading codes and inspecting a corner is well within reach of a home mechanic with a scan tool that reads ABS. Swapping a wheel speed sensor is usually one fastener and one connector, though a rusted sensor can seize in its bore and break on removal. Hub bearing replacement takes more tools and a torque wrench set to the factory spec. HCU testing requires Ford's diagnostic software, which is why the recall inspection is a dealer job.

Is it safe to drive my Fusion with the ABS light on?
Ford's owner guide says normal braking is still functional when only the ABS light is on. You lose anti-lock protection in hard stops and on slippery roads, so get it fixed soon. If the red BRAKE light is also on, have the brakes inspected before driving.
Can low brake fluid turn on the ABS light?
Low fluid is what the red BRAKE light is for, and cars with the message center also show LOW BRAKE FLUID. If both lights are on, deal with the fluid level and its cause first.
Does recall 19S54 fix an ABS light?
Not directly. Ford's bulletin says the HCU valve condition sets no trouble codes and shows up as longer pedal travel. It is still worth having done on an affected car, and it costs you nothing.
Will a parts store code reader find the problem?
Only if it reads ABS module codes. Many basic readers only read engine codes, so they show nothing while the ABS light is on.
Why did my ABS light come on right after new brakes?
The sensor lead or connector was likely disturbed, stretched, or unplugged during the job, or the sensor tip was knocked. Inspect that corner first.
